We all know that Dubai is a city where the rich gather to spend their money. We also know that the country is immensely rich thanks to oil industry. They probably have so much money scattered around that they decided to give the police, several supercars.

Is Carbon Motors dead? Everything points to yes

Back in 2003, Stacy Dean Stephens (a retired police officer) and William Santana Li (a former Ford executive) created Carbon Motors with the explicit objective of creating a purpose-built police car. According to the company, they already had several tens of thousands of orders and ordered more than 200,000 diesel engines to BMW.
